PacificLight uni’s $937.5m hydrogen-ready plant to add 670-MW capacity

Hydrogen co-firing will reach 30% by volume from launch in 2029.

PacificLight Power Pte Ltd‘s wholly owned subsidiary PLM Power Pte Ltd broke ground on a $937.5m (SG$1.2b) hydrogen-ready power plant on Jurong Island, Singapore, on 28 September, with Minister for Trade and Industry (Energy and Industry) Tan See Leng officiating at the ceremony.

PacificLight Power Pte Ltd said the 670-megawatt (MW) facility will be Singapore’s largest and most efficient single generating unit when it starts up in 2029.

The plant will be capable of co-firing with hydrogen at up to 30% by volume from the outset, with the aim of transitioning to 100% hydrogen in the future.

It will also be the first in the city-state to pair a gas turbine with large-scale battery storage, enabling dynamic energy management and increasing grid resilience by helping align electricity supply with demand.

“Continued industry investment in generation capacity is important to ensure Singapore’s power system can meet our growing electricity needs,” said Puah Kok Keong, CEO of the Energy Market Authority of Singapore (EMA).

The development follows the EMA’s award to PacificLight in January 2025 of the right to build, own and operate the plant under its Centralised Process for new generation capacity.

The plant is being built by an engineering, procurement and construction consortium comprising Mitsubishi Power, the power solutions brand of Mitsubishi Heavy Industries, Ltd., and Jurong Engineering Limited.

PacificLight said it will deploy Mitsubishi Power’s M701JAC gas turbine, which it described as the world’s “most efficient” large-frame gas turbine model.

The turbine has more than 64% combined-cycle efficiency, with the J-series gas turbines having accumulated more than 3.7 million operational hours.

“Our hydrogen-ready turbine coupled with an integrated battery system will give Singapore electricity that is both highly efficient and extremely responsive,” said Daichi Nakajima, Executive Vice President for Global Sales & Marketing of Mitsubishi Power, on behalf of the consortium.

The plant will add to PLP’s existing 830MW combined-cycle gas turbine facility, which has been operating since 2014, and its 100-MW Fast Start Ancillary Services facility, commissioned in 2025. Both are located on Jurong Island.
