Philippines announces 4,475 MW renewable energy auction in GEA-3

This covers both Non-FIT-eligible and FIT-eligible technologies.

The Department of Energy (DOE) has launched the third round of the Green Energy Auction (GEA-3), inviting energy developers to participate in securing 4,475 MW of new renewable energy capacity.

The DOE has released the Notice of Auction (NOA) and Terms of Reference (TOR), inviting qualified energy developers to secure a share of the total capacity, which will include both non-feed-in-tariff (non-FIT) eligible and FIT-eligible technologies.

The department stated that GEA-3 is designed to foster a sustainable energy future whilst ensuring a competitive and transparent process for selecting renewable energy facilities to meet the nation’s energy needs.

Under GEA-3, the DOE is offering 100 MW of geothermal capacity to be completed between 2025 and 2027, and 300 MW of impounding hydropower for 2028 to 2030.

Additionally, it also is offering 4,000 MW of pumped-storage hydropower for 2028 to 2032, as well as run-of-river hydro projects slated for completion between 2027 and 2029.

"By unlocking more capacity for renewable energy, GEA-3 provides a clear pathway to meet our electricity demands and in an environmentally sustainable way," said Philippines' Energy Secretary Raphael P.M. Lotilla.

These projects will be awarded 20-year supply contracts starting from the commercial operation date.

Qualified suppliers must register with the DOE by submitting the required documentation as per the TOR. The DOE’s Bids Evaluation and Awards Committee will review applications, and a list of qualified bidders will be posted on the DOE website before the pre-bid conference.

Registration will open three working days after the publication of the Price Determination Methodology (PDM) and Green Energy Auction Reserve (GEAR) Price by the Energy Regulatory Commission.
