Maharashtra and 5 other states lead India’s clean energy shift

Karnataka, Himachal, and Kerala top decarbonisation rankings.

Maharashtra, Rajasthan, Gujarat, Assam, Punjab, and Himachal Pradesh lead India’s transition to clean energy, meeting benchmarks in two of the three assessment dimensions, according to the State Electricity Transition (SET) 2026 report.

Karnataka, Himachal Pradesh, and Kerala rank as the top performers in the decarbonisation category. Karnataka maintains a 37% renewable energy share in power procurement, whilst Himachal Pradesh records around a 65% renewable share.

Delhi and Haryana lead in power ecosystem readiness, with Delhi reporting zero power shortages and 304 megawatts (MW) of distributed solar capacity.

Chhattisgarh and Bihar show gains in distribution company (DISCOM) operational efficiency.

The report noted that Andhra Pradesh, Uttar Pradesh, and Rajasthan lead in market enablers. Andhra Pradesh operates 1,440MW of pumped hydro storage and uses solar-hour-aligned tariffs, whilst Uttar Pradesh leads state rankings for electric vehicle deployment.

West Bengal, Telangana, and Jharkhand occupy the bottom tier of the assessment. West Bengal records an approximate 7% renewable share in procurement, whilst Telangana utilises less than 10% of its renewable potential.

Jharkhand maintains about 8% renewable penetration and faces challenges in DISCOM performance, according to the report.

The SET 2026 evaluates 21 Indian states on clean power progress, measuring decarbonisation, power ecosystem readiness, and market enablers.
