EMA, MPA shortlist 6 consortiums for low-carbon ammonia project

The request for proposal for the consortiums will be launched by the end of 2023.

The Energy Market Authority and the Maritime and Port Authority of Singapore announced that six consortiums have been shortlisted and requested to submit a proposal for a low or zero-carbon ammonia project that will be used for power generation and bunkering in Jurong Island.

In a statement, the government said it received a total of 26 proposals following the launch of an expression of interest in December 2022.

“Following a rigorous evaluation process by the agencies, six proposals have been shortlisted for a closed RFP based on the technical, land optimisation, safety, and commercial aspects of their proposals,” the government said in a statement.

The request for proposal to the six consortiums for the ammonia solution, to be developed jointly with the government, will include 55 megawatts (MW) to 65 MW of electricity from ammonia via direct combustion in a gas turbine, combined cycle gas turbine.

This project will also include the bunkering of at least 0.1 million tonnes per annum, starting with shore-to-ship bunkering followed by ship-to-ship bunkering.

Gan Kim Yong, Minister of Trade and Industry, said ammonia, amongst hydrogen carriers, is more technologically ready with an established supply chain.

“I am encouraged by the strong industry interest. The EOI proposals give us a clear indication of how this project can be designed and implemented. We now have the confidence to take the next step forward,” he said at the Singapore International Energy Week.
