Philippines launches first offshore wind-only green energy auction

Two ports were identified for rollout.

The Philippines has released the notice of auction and terms of reference for its Fifth Round of the Green Energy Auction (GEA-5), launching its first competitive auction dedicated to fixed-bottom offshore wind (OSW) projects.

According to the country’s Department of Energy, the latest auction will offer 3,300 megawatts for delivery between 2028 and 2030.

The final terms indicate a 20-year Supply Delivery Period, with GET payments starting at commissioning and WESM registration, a strengthened OSW Infrastructure Plan, covering grid connection, port use, logistics, and milestones, and clear port access and queuing rules, including priority order, time-of-use, and delay penalties, amongst others.

Pambujan Port in Camarines Norte and Sta. Clara Port in Batangas are identified as the installation port, with guidance for developers opting for private port arrangements.
