PH launches fifth round of Green Energy Auction program
The auction will offer 3,300 MW of capacity.
The Department of Energy (DOE) officially begins activities for the Fifth Auction Round of its Green Energy Auction Program (GEA-5) with the registration of Qualified Suppliers starting 2 March 2026.
GEA-5, dedicated solely to fixed-bottom offshore wind (OSW) technology, was formally launched on 25 November 2025 with the release of the Notice of Auction (NOA) and Terms of Reference (TOR), followed by a Supplemental TOR on 29 January 2026.
The auction will offer 3,300 MW of capacity, with delivery scheduled between 2028 and 2030.
Under the TOR, the registration period begins one working day after the release of the Green Energy Auction Reserve (GEAR) Price.
The Energy Regulatory Commission issued the GEAR Price for GEA-5 on 27 February 2026 through Resolution No. 05, Series of 2026, which serves as the ceiling price for bid offers.
DOE said GEA-5 is a key step toward expanding renewable energy in the national energy mix, enhancing grid reliability, and strengthening the country’s long-term energy security through large-scale offshore wind development.
In line with Executive Order No. 21, GEA-5 supports a whole-of-government approach to accelerate offshore wind development, ensuring streamlined permitting, infrastructure readiness, and system planning.
