Philippines puts first offshore wind auction on hold
The Energy department placed the auction framework under review.
The Philippines' Department of Energy (DOE) has put activities under the Fifth Round of the Green Energy Auction Program (GEA-5) for offshore wind on hold as it reviews the auction's implementation framework ahead of the country's first offshore wind auction.
“The activities under the auction have been temporarily placed on hold whilst the DOE, together with concerned government agencies and relevant stakeholders, completes a comprehensive review of the program's implementation framework,” the department said in a statement.
The review will assess whether auction requirements align with project development conditions, including infrastructure readiness, regulatory processes, transmission capacity, and project delivery.
It also covers port capacity and scheduling, transmission capability, environmental and regulatory requirements, project readiness, and post-auction conditions.
DOE said it is working with agencies responsible for ports, environmental permitting, offshore energy development, and transmission planning to complete consultations, technical assessments, and simulations.
"The results of these activities will guide amendments and supplemental provisions to the GEA-5 Terms of Reference, ensuring that awarded capacities are supported by practical, coordinated, and implementation-ready arrangements," it said.
The department said it will announce a revised auction schedule and any changes to the scope, parameters and requirements after completing technical validation, inter-agency coordination and amendments to the Terms of Reference.
DOE advised prospective bidders, qualified suppliers, offshore wind developers, and other stakeholders to monitor its official announcements for updates on the revised implementation schedule.
