NHPC laments even pre-construction activities take a decade

NHPC`s recent hydro project monitoring report revealed that preconstruction activities take more than a decade tocomplete.

The report  identified the usual culprits: the forest and environment clearances. Take the Teesta-IV for instance. After its ToR was approved by the environment ministry in 2009, stage-II forest clearance is expected to come through only by August, 2013. The likely date of getting environment clearance is September, 2012.

Yet, despite the nearly four year gap between ToR approval and forest clearance, it is more than probable that even this four year timeline will be overstepped.

The Indian government is already battling massive scams and such apathy to power projects.
