O&M contract for Malaya thermal plant up for bid again

PSALM is again the operation and maintenance service contract for the 650-megawatt Malaya thermal power plant.

In the last auction, only SPC Power had submitted an offer, rendering the process a “failure” based on government procurement laws.

The Power Sector Assets and Liabilities Management Corporation requires interested parties to have been engaged in similar O&M contract or project, at least within five years from bid submission.

The company said it will be holding pre-bid conference on September 13 “to brief bidders on the bidding procedures and to address concerns that may be raised regarding the process.”

In the last O&M transaction for the Malaya plant, SPC was also the party that PSALM had negotiated with to operate the facility.
