RECTPCL scouts for transmission service provider for importing power to southern region
REC Transmission Projects Company Limited (RECTPCL), a wholly owned subsidiary of Rural Electrification Corporation, has invited proposals from transmission service providers on build, own, operate and maintain (BOOM) basis for system strengthening in the southern region for import of power from the eastern region through the tariff based competitive bidding process. 8The scope of work includes establishment, operation and maintenance of the project including survey, detailed project report formulation, arranging finance, project management, necessary consents, clearances and permits (way leave, environment & forest, civil aviation, railway/ road/river/canal/power crossing/PTCC, etc.), land compensation, design, engineering, equipment, material, construction, erection, testing and commissioning. 8As per the bid document, the transmission service provider will also seek Transmission License from the Appropriate Commission, as per the provisions of the Electricity Act and regulations made thereunder, if it is not a deemed licensee. 8Any company who wishes to participate in the bidding process must have executed projects, in the last five years, with an aggregate capital expenditure not less than Rs 875 crore while each project should be worth at least Rs 175 crore. 8With regard to the financial criteria, the average annual turnover of the bidder in the preceding three financial years, as on the last date of submission of response to RFQ, should not be less than Rs 437.5 crore. 8All bidders should submit their bids, in the requisite format, latest by December 12, 2012.
