Vietnam’s offshore wind strategy ensures 17 GW by 2035

A new selection model was announced to support the goal.

Vietnam expects 17 gigawatts (GW) of offshore wind capacity by 2035 through its competitive investor selection model.

According to the Global Wind Energy Council (GWEC), a representative from the Ministry of Industry and Trade of Vietnam shared that this will be achieved through an offshore wind competitive investor selection model for the first projects.

Vietnam is expected to follow a two-stage investor selection model for projects developed by non-SOE developers.

The country’s PDP8 Revision (April 2025) sets offshore wind targets of 6 GW to 17 GW by 2030–2035 alongside 10% annual GDP growth forecasts.

“With these targets, Vietnam is the third largest wind market in APAC and an attractive destination for investors,” GWEC said.
