Black & Veatch supports energy security and sustainable infrastructure in the Philippines with large-scale projects and country firsts
With 50 years of critical human infrastructure leadership in the Philippines, Black & Veatch delivers solutions for reliable and resilient energy
As the Philippines moves towards a more sustainable future, reliable infrastructure delivery and energy security with execution certainty are vital to achieving national goals in the energy, water and power industries.
For more than 50 years, Black & Veatch has consistently contributed to the Philippines’ growth in conventional power generation, water management, grid solutions, renewable energy generation and other human critical infrastructure.
Powering firsts in the Philippines – from LNG to renewables and more
The Philippines’ first major liquified natural gas (LNG)-to-power project is a landmark development for Black & Veatch and its clients, delivering 1.3 gigawatts (GW) that can meet nearly10 percent of the demand on the Luzon grid. Delivered with safety and at scale, the project began during the pandemic and was completed on schedule with nearly 20 million safe man-hours.
The company has also commissioned the country’s first megawatt-scale floating solar power facility, drawing on global expertise and more than five decades of local experience to deliver against national renewable energy goals.
Whilst Black & Veatch is widely recognised as an engineering, procurement and construction (EPC) contractor, the company’s services in the Philippines span the full lifecycle service offerings of infrastructure projects. Through the years, it has supported clients on successful projects of different sizes in the Philippines — from rapid, strategic engagements and complex engineering feasibility studies to large scale, multi-year and multi-billion-dollar design, engineering and construction projects.
“In addition to EPC services, we provide advisory services during the planning and development stage through to owner’s engineer (OE) and project management consultancy (PMC),” said Murali Mohan Udayagiri, director of services projects, Asia Pacific at Black & Veatch.
“By engaging with clients early, we explore alternative project delivery models based on their specific needs. This includes providing engineering, procurement and construction management services (EPCM), which more deeply engage clients in project development, help them advance projects to construction faster than traditional models and present alternative procurement pathways,” Murali added.
Black & Veatch lifecycle services support early-stage strategic planning with market assessments and feasibility studies, helping clients determine the viability, strategic direction and potential impact of their projects. The company then offers consultancy to construction services, including detailed designs of the plant and its construction.
Recently, more businesses have asked Black & Veatch for operations and maintenance (O&M) support to maximise the performance and sustainability of their assets through all lifecycle stages. Black & Veatch offers intelligent physical and digital asset management, supporting assets through to end-of-life decommissioning and demolition.
Delivering future-ready solutions
With 110 years of engineering and innovative infrastructure experience around the world, Black & Veatch partners with clients in strategic planning, forecasting, evaluation of investments and potential returns, and development of future-ready solutions that address today’s needs and tomorrow’s demands. Throughout the project lifecycle, the company prioritises holistic safety, quality, and delivery of reliable, resilient infrastructure. This approach is especially vital in the energy transition, where Black & Veatch is amongst the few global firms delivering utility-scale green hydrogen facilities.
As employee-owners, Black & Veatch professionals take personal responsibility for outcomes, driven by a values-based culture that emphasises individual growth, organisational development and client impact. The company works transparently and collaboratively with clients, nurturing trust amongst all stakeholders and leveraging shared strengths to achieve win-win solutions and reduce project risk.
The strength of Black & Veatch’s relationships with clients is often reflected in how small beginnings can evolve into transformative projects. In one example, a technical study for a major Philippine conglomerate expanded into a multimillion-dollar EPC project. In another, a renewable energy project that began as a feasibility study scaled into a multimillion-dollar EPC project engagement.
“We believe walking the journey with our clients creates more meaningful relationships, enhances value throughout the projects and better supports their efforts to meet their business objectives,” Murali noted.
Advancing energy and infrastructure and supporting data center demand
As data centre development accelerates in the Philippines, Black & Veatch sees this as a key growth area and is actively supporting clients with integrated, sustainable solutions. These solutions include power, grid, water and fiber infrastructure. The company helps data centre developers grow and meet operational and environmental demands whilst reducing carbon footprints and optimising water consumption.
Taking the long view, Black & Veatch has aligned its growth with the Philippine Energy Plan and Renewable Energy Program of the Philippines, with a focus on solar, wind, pumped hydro, and nuclear energy. In addition, the company is expanding its involvement in project development opportunities, including LNG-to-power solutions and the growing demand for data centres.
Black & Veatch sees the Philippines as a strategic growth market in Asia Pacific, with a long-term commitment to support its energy transition and human critical infrastructure. As the country accelerates its shift toward lower carbon emissions and more resilient energy systems, the company will continue to lead as a trusted partner in building sustainable infrastructure and improving the lives of Filipinos.
“For us, no work is too small or too big,” said Murali. “We believe in walking the journey with our clients to support them where they are and where they aim to get to in their lower carbon journeys, and this collaboration has driven the way we have evolved in the Philippines. We will continue to support our clients in the coming decades to advance their energy transitions.”
